Joe Phillips serves as President of the Wauwatosa Common Council, where he has served as an elected Alderman for more than 2 terms. During his tenure, Phillips has taken on appointed roles in the city's civic infrastructure, serving on both the Plan Commission and the Community Development Authority. His Council work has focused on fiscal responsibility, public infrastructure, and the long-term vitality of Wauwatosa's neighborhoods and commercial corridors.

In his professional life, Phillips serves as Chief Advancement Officer at the Milwaukee Youth Symphony Orchestra (MYSO), one of the nation's largest and most celebrated community youth music organizations. At MYSO, he leads fundraising, marketing, and communications — building the philanthropic partnerships that make world-class music education accessible to students across the greater Milwaukee region regardless of their economic background.
